The Ministry of Railways (Railway Board) has initiated the recruitment planning process for RRB Group D (Level-1) Recruitment 2026 by approving the opening of the HRMS Indent Management Module. Following this directive, Western Railway Headquarters, Churchgate, Mumbai, issued instructions on 05 August 2026 to all concerned divisions and units to complete the assessment of vacancies and submit their recruitment indents within the prescribed timeline.
According to the Railway Board’s communication, the recruitment assessment will cover anticipated vacancies available up to 31 December 2027, ensuring that future vacancies are also considered while preparing the recruitment proposal. This proactive planning is expected to help Indian Railways conduct timely recruitment and reduce delays in filling vacant posts.

These are the standard Level-1 posts that are generally notified under RRB Group D recruitment.
The Railway Board has also fixed strict timelines for completing the vacancy assessment through HRMS. Indenting Units have been instructed to submit their assessments between 6 August and 14 August 2026, while Railway Headquarters will complete the consolidation process between 10 August and 20 August 2026. Western Railway has directed all divisions and units to expedite the assessment process after obtaining approval from the competent authority. Another important instruction relates to the implementation of 10% Lateral Intake. As per Railway Board Letter RBE No. 138/2023 dated 13 December 2023, recruitment indents must be prepared after accounting for 10% lateral intake. The Railway Board has further advised that vacancies already indented under CEN No. 08/2024 and those notified under CEN No. 09/2025 should be properly adjusted and deducted while finalising the assessed vacancies for the 2026 recruitment cycle. This ensures that duplicate vacancy calculations are avoided and only the remaining vacant posts are considered in the fresh recruitment proposal.
The attached Railway Board circular regarding lateral intake explains that up to 10% of vacancies in specified departments may be filled through transfer of eligible serving employees such as Track Maintainers, Assistant Depot (Stores), and Housekeeping Assistants with the prescribed service conditions. It also states that Track Maintainers in Level-2 may be considered for lateral intake on reversion to Level-1, and that lateral intake should be factored in while preparing direct recruitment indents.
Although the letter does not announce the exact number of vacancies or the official RRB Group D notification date, it clearly confirms that the vacancy assessment process has officially begun.
